A major Australian corruption scandal is bubbling over, behind the scenes in Spring Street, Melbourne.
The matter involves the alleged questionable comments of Victoria’s former Chief of Police Simon Overland and his misguided allegations against former top cop Sir Ken Jones.
Throw into the mix revelations by anti corruption Commissioner Stephen O’Bryan, that organised crime figures have infiltrated not only Victoria Police, but also many of Victoria’s public service departments.
Topping off these revelations, it is noted that former Victorian Premier Ted Baillieu is attempting to clean up his reputation, by allegedly enabling IBAC investigators to continue to sweep under the carpet, key evidence of the alleged large scale corruption operating within both Victorian Parliament and the Victorian public sector.
This corruption scandal has adversely affected millions of Victorians and almost bankrupted the Victorian economy. In the process causing wide-spread pain and suffering to many innocent people embroiled in the debacle.
We noted around March 2013 that organised crime figures had infiltrated Victoria Police and many other government agencies.
In recent months Chief of Victoria Police Ken Lay, admitted this fact.
Yesterday Commission of the anti corruption commission IBAC, Stephen O’Brien admitted to the Herald Sun newspaper that the government had in fact confirmed intelligence that criminal elements had indeed infiltrated and corrupted many Victorian government agencies.
Furthermore we have investigated over the past eight years and found widespread infiltration of criminal elements, namely from the Italian mafia, Russian mafia and Asian Triads embedded within many Victorian and Australian government agencies.
At this time we are refraining from revealing too much information, however we can confirm that Victoria’s Office of Police Integrity (OPI) have allegedly been significantly corrupted by organised crime figures, since at least 2007.
Evidence has been cited that confirms and details extensive links between figures involved in organised crime organisations and many OPI investigators and managers.
This is deeply concerning for Victorians as the new anti-corruption commission, IBAC is comprised of many dark elements that worked within OPI. Hence casual observers note that IBAC have a major conflict of interest investigating their own, in addition to their former sponsor Simon Overland’s alleged former corruption scandals.
Kudos is granted to new IBAC Commissioner Stephen O’Brien, for clearly publicly stating this conflict of interest, indeed exists.
It can also be revealed that organised crime figures we have spoken to have boasted of their alleged infiltration into dozens of government departments and public bodies, including; at least three Melbourne based universities, the entire Victorian hospital system and its databases, the e-Health system, VicPol (including the Special Intelligence Group– SIG), OPI and its successor IBAC, the Department of Health, the Department of Human Services, Centrelink, the Country Fire Authority, State Trustees, CenItex, the Department of State Development, Business & Innovation, the Victorian Treasury, the Department of Premier & Cabinet (DPC), several local councils, Vic Roads, the Transport Accident Commission, the Victorian Workcover Authority, VCAT, Metro Trains, Ambulance Victoria, the Victorian Human Rights and Equal Opportunity Commission, Victorian Legal Aid, the Law Institute of Victoria, the Fair Work Commission, VCAT, The Magistrates Court, The Federal Magistrates Court, the Justice System, Corrections Victoria, several federal and military intelligence departments, all federal law enforcement agencies, in addition to many federal Canberra based government departments.
It appears that the “rolling national security crisis” that former Prime Minister Kevin Rudd had previously made reference to on several occasions in recent years, has been left unchecked and allowed to extend its tentacles into many government departments.
It is extraordinary that former police Chief, Simon Overland mischievously accused Sir Ken Jones of leaking police information. When significant numbers of police and OPI informers leaked VicPol, OPI, Victorian and Federal government operational and strategic matters on a daily basis.
It is a known known, that both VicPol and OPI are open books and leak like sieves to members of organised crime and the media.
If VicPol and OPI wished to keep their criminal and operational intelligence secret, they should never have hired criminal informers, who are renowned drug addicts and gossips.
Simon Overland has only himself to blame for high profile criminal, murder and pedophile investigations being undermined, by maintaining exceptionally poor information security practices.
The false attacks on Sir Ken’s reputation and the alleged tens of millions of dollars of public money spent on Overland’s many misguided witch hunts against innocent people, is worthy of a Royal Commission into the abuse of power in operation within both VicPol, OPI and the Victorian government, over the past eight years.
It is important to state that the evidence examined shows several whistle blowers, who allegedly attempted to warn both former Premier Ted Baillieu and former Police Minister Peter Ryan of the alleged large scale infiltration of organised crime elements into Victoria’s public service, OPI and VicPol , around the period of late 2010 to 2012, were summarily dismissed.
Their actions of attempting to expose the corruption were all to no avail.
These individuals have provided evidence and corroborating witness statements showing that both Ted Baillieu and Peter Ryan had no interest in investigating their concerns.
If Ted Baillieu had acted in his capacity as MP for Hawthorn, this corruption scandal would have been resolved in 2011 and many innocent people’s lives would have not have been lost and destroyed, in the resulting cover up.
Ted Baillieu is in no position to complain that he is innocent and should not have been sacked as Premier. There is significant evidence proving he never bothered to assist many of his constituents concerns within his Hawthorn electorate.
This is in addition to Ted neglecting most of his responsibilities and engaging in minimal communication with Victorians within his portfolios as both premier and Arts minister.
Ted Baillieu’s time as Victorian premier will go on the permanent record as of questionable intent.
It can also be revealed that many whistle blowers that tipped off the Department of Immigration, OPI, VicPol and their Victoria local MP’s were allegedly silenced, and subjected to government and mafia electronic and physical surveillance, with constant harassment and intimidation from investigators, bashing’s and torture, black listing from their employment, theft of intellectual property by the state, interference in their social lives, marriages and family relations, in addition to denial of legal representation and attacks on their credibility within the public domain.
Furthermore we have sighted extensive evidence that has been documented and handed to international whistle blower and human rights organisations, that detail hundreds of millions of dollars of funds and lucrative government funded contracts handed to many members of organised crime figures since 2006.
These criminals claim they made false statements to many government departments, in order to sully the reputation of whistle blowers and victims of crime and to further stop police investigations into high profile crimes and murders.
These corrupt elements boast about how “dumb” certain politicians and the police are and further claim that attacking victims of crime and whistle blowers was the best and most lucrative job they have ever had.
It has been noted that all criminals interviewed had extensive criminal backgrounds, many had long term substance abuse disorders and all lived the high life, generously funded by Australian and Victorian tax payers.
Moreover criminals that have infiltrated many government agencies, also have free and extensive access to most computer systems and confidential documents stored within many government agencies, including the former OPI, CenITex, Victorian Treasury and Victoria Police.
Ever single whistle blower, human rights activist, witness and victim of crime we have interviewed since 2006, have all revealed their complete loss of faith in Victoria’s justice, political and legal systems.
Of additional concern is the matter where the IBAC Commissioner now appears to be sweeping the alleged large scale corruption in operation in Victoria over the past decade under the carpet. With what appears to be a seriously misguided attempt to repair the damaged reputations of both Simon Overland and Ted Baillieu.
Several hundred whistle-blowers are on standby and have stated that they will fully publicly expose all the alleged corruption concerning the Victorian government, OPI and Simon Overland’s questionable practices, when IBAC tenders their report to parliament in late 2013.
It is anticipated that the IBAC report will deliver numerous gaps on questionable operational matters, omission of details of funds paid to criminal entities in exchange for false statements, unfounded investigator assumptions and ludicrous assertions presented as fact.
It would be fair to say that the Victorian people have lost complete faith in the IBAC body to engage in any impartial, honest or ethical appraisal concerning the darkest chapters of corruption, in Australia’s history.
It would be fitting to surmise that the Australian public widely view politicians as corrupt, untrustworthy and dishonest people, who abuse power, provide lucrative contracts to their mates and mistresses without merit, in addition to occupying the lowest rung of professions tin Australian society.
With the corruption scandal to end all corruption scandals, playing out behind the scenes, it is fair to suggest, that many Liberal National, ALP MP’s, their advisers and public servants heads will roll, over the coming months.
If IBAC, VicPol and the Victorian government believed publicly revealing organised crimes infiltration into the public sector would quell the growing disquiet of the nation’s citizens, they were sorely mistaken.
It can be safely predicted that explosive new revelations of corruption operating within this scandal will continue to be exposed for at least the next three to five years.
